US Senate plan aims to ban school junk food sales

WASHINGTON - High-calorie snacks and sugary drinks would be banned from school stores and vending machines under a proposal that Senate sponsors called the broadest overhaul of food sales rules since the 1970s.

"School sales of candy, snacks and soft drinks have gone way up in recent years as more and more kids are overweight or obese or have chronic diseases such as diabetes," said Agriculture Committee chairman Tom Harkin, Iowa Democrat.

Harkin and Alaska Republican Lisa Murkowski said they would offer their plan as an amendment in the Senate farm bill.

The Agriculture Department runs the school lunch program, which feeds 30 million students a day in 101,000 schools and child care facilities.

The plan would set limits on fat, sugar and salt in foods sold in schools outside of the meal program. Calorie limits, peaking at 200 calories, would be put on foods and beverages. In middle school, for instance, no sweeteners, flavors or carbonation would be allowed in bottled water.

The Senate is not expected to debate the farm bill before next week unless an agreement is reached soon on which amendments will be allowed. About three weeks are left in this year's session. South Dakota Republican John Thune said if the bill is not passed by mid-December, "then we start talking about an extension" of the 2002 law.

While schools have improved the nutritional content of cafeteria meals in recent years, two-thirds of U.S. states have poor controls over "junk food" and sodas sold on campus, said Margo Wootan of the Center for Science in the Public Interest. The Harkin-Mukowski plan "really would be a terrific step forward."

"It improves the standards for so-called competitive foods," such as those sold in ala carte lines, said Jim Weill, head of the Food Research and Action Center, an anti-hunger group. The package calls for USDA to set nutritional guidelines for main dishes sold ala carte outside of the school lunch program.

The new rules would take effect in July 2011 and allow exceptions for school-approved fundraisers.

Backers included major food makers, health, consumer and education groups.

Senators have been at an impasse on the farm bill since early November. Some House Republicans have suggested a one-year extension of the 2002 law as the next, best step to keep the farm program running.

"A simple extension would be a big mistake," said Sen. Kent Conrad, North Dakota Democrat.
